Norway Breaks the Barrier: 97.6% of New Vehicles Sold in November 2025 Were Exclusively Electric
The Scandinavian country sets a historical milestone in the adoption of zero-emission vehicles, with Tesla clearly dominating the sales charts ahead of its traditional competitors.
We knew this would happen sooner or later in Norway. The country was positioned as a favorite to achieve this market goal. For the first time in history, almost all cars sold in a European country were zero-emission. This occurred during the month of November 2025. There was a residual volume of internal combustion cars. However, this low percentage is considered physiological and currently irrecoverable.
In November, 19,899 new cars were registered in Norway. Of these, 19,427 were exclusively electric. This represents a total of 97.6% of the market. Therefore, gasoline, diesel, and hybrid cars considered separately do not exceed a 1% share.
Tesla’s Dominance and the 2026 VAT Factor
Another interesting fact concerns electric car sales by brand. Tesla clearly dominates the Norwegian ranking. The brand registered a substantial 31.2% share, with 6,215 cars sold. Following this, Volkswagen was second with 2,198 units. Volvo and BMW followed closely with 1,867 and 1,104 vehicles, respectively. The year-to-date ranking remains almost unchanged: Tesla is first with 28,606 cars and Volkswagen follows with 26,572 vehicles.

November was a record month in absolute terms of registrations. In comparison, in October, new registrations stopped at 10,852. In November 2024, no more than 10,940 new cars were sold. According to Geir Inge Stokke (CEO of OFV), uncertainty surrounding the proposed VAT change starting in 2026 is accelerating purchases.
Norway is experiencing a noticeable economic recovery. Furthermore, this situation encourages many motorists to buy new cars. Manufacturers are implementing promotions to improve their year-end budgets. In conclusion, the Norwegian case is a clear wake-up call. It remains to be seen if this record result will be surpassed next month.
