EU Reverses Combustion Engine Ban: New Target is a 90% Reduction by 2035
The European Union, following years of debate and pressure from the industry, particularly from Germany and Italy, appears to be softening its ambitious climate mandate.
The leader of the European People’s Party, Manfred Weber, announced the agreement . He told the German newspaper Bild that the bloc has agreed to ease its mandate . Instead of a full ban on ICE vehicles by 2035, the goal will be a 90 percent reduction . Weber also stated that a full ban is off the table for 2040 as well .
German Chancellor Friedrich Merz endorsed the decision . He said it now offers the automotive sector “real planning security” . Previously, Merz had urged European Commission President Ursula von der Leyen to allow the continued sale of ICE-powered vehicles past the 2035 deadline .
Impact on Technology and Manufacturers
Weber ensured that the technology ban on combustion engines is discarded . Therefore, “all engines currently manufactured in Germany can continue to be produced and sold” . This will also open doors for the continued sale of plug-in hybrid models .

Although the revised legislation has not yet been made public, the inclusion of alternative fuels is suggested . Apostolos Tzitzikostas, European Commissioner for Sustainable Transport and Tourism, cited “zero- and low-emission fuels, and advanced biofuels” as possible avenues for compliance .
The European Commission will present its revised proposal on Tuesday . The move comes despite objections from brands like Volvo and Polestar . These brands had supported the original plan for a full ban.
